In plain language

The bill stops financial support for non-certified kinship care homes.

This act eliminates funding for non-certified kinship care homes from county departments. Instead, support will only be given as required by federal law or specific state provisions.

What this means for you
  • Families: Families providing kinship care may lose financial support, impacting their ability to care for relatives' children.

Summary

The act eliminates financial assistance and supports and reimbursement to county departments of human or social services (county departments) for non-certified kinship care homes.     The act specifies that county departments are not required to provide financial assistance and supports for non-certified kinship care homes, except as required by the federal 'Social Security Act' and by Colorado's out-of-home placement required services and temporary custody provisions.     The act requires the department of human services to create a standardized notice for non-certified kinship care providers regarding the discontinuation of non-certified kinship care financial assistance. The act requires county departments to provide the notice by June 15, 2026, to non-certified kinship foster care homes currently receiving monthly payments.(Note: This summary applies to this bill as enacted.)

Plain-language change summary

The recent changes to Bill HB 1374 clarify the funding eligibility for kinship foster care homes. Specifically, it states that while certified kinship care homes will receive the same financial support as regular foster care homes, non-certified homes will see their financial assistance increase to 50% of the foster care rate starting in the 2026-27 fiscal year, up from 30%. This change is important because it recognizes the financial challenges faced by non-certified kinship caregivers, providing them with better support to care for children and youth.
