(h) Theexofficiomembershallbeallowedtoattendandparticipate in any open meeting discussion at any board or committee meeting;
and (i) The ex officio member shall observe all rules, regulations, and policies applicable to members of the board and any other conditions, restrictions,orrequirementsestablishedordirectedbyvoteofamajorityof the members of the board.
Except as otherwise provided in section 24-51-320, any political subdivisionwithinthestateofColoradooranypublicagencycreatedbythe state or any of its political subdivisions maymake application to the board toaffiliatewiththeassociation.Anysuchentityspecifiedinthissectionthat previously exempted its employees from membership in the association may, byordinance or resolution, applyto the board to be affiliated with the association.
Except as otherwise provided in section 24-51-320, any political subdivisionwithinthe state ofColorado oranypublicagency created bythe state or any ofits political subdivisions may make application to the board to affiliatewiththeassociation.

(2) (d) (I) EEPT AS PROVIDED IN SUBSECTION (2)(d)(IOF THIS SECTION , members employed by a public entity affiliated with the association pursuant to section 24-51-309 may purchase service credit for years employed by the entity without limit, if the purchase is completed before the member terminates employment with the entity, and any such purchase for years employed by the entity in excess of ten years is completedorinstallmentpaymentsinitiatedwithinthreeyearsafterthedate the employer affiliates with the association or November 1, 2006, whichever is later.
(2) (d) (I) EXCEPTASPROVIDEDINSUBSECTION(2)(d)(II) OFTHIS SECTION, members employed by a public entity affiliated with the association pursuant to section 24-51-309 may purchase service credit for years employed by the entity without limit, if the purchase is completed before the member terminates employment with the entity, and any such purchase for years employed by the entity in excess of ten years is completedorinstallmentpayments initiatedwithinthreeyears afterthedate the employer affiliates with the association or November 1, 2006, whichever is later.

What does SB 151 do?
The act adds Denver school of science and technology charter schools (DSST schools) in the Denver public schools division of the public employees' retirement association (PERA). The act also adds one voting member to the PERA board of trustees. The added member is to be elected from the Denver public schools division through a Denver public schools division election administered by PERA. The added member replaces a nonvoting ex officio board member from the Denver public schools division, whom the act removes from the board. The act permits PERA members who are employees of DSST schools to purchase service credit for their noncovered DSST employment prior to the act.(Note: This summary applies to this bill as enacted.)
