Plain-language change summary

In the latest version of House Bill 2037, the focus has shifted to clarify the rules concerning delegates at a constitutional convention. The amendment removes sections that previously allowed for civil penalties assigned to faithless delegates, while still classifying them as guilty of a felony for not following directives. This change matters because it simplifies the consequences for delegates, emphasizing the importance of adherence to instructions from the legislature without adding extra financial penalties. Overall, it aims to enforce accountability for delegates while streamlining the legal language of the bill.
