Plain-language change summary

The recent changes to House Bill 2216 introduce specific limitations on how funds for a new grant program will be managed. The amendments clarify that administrative costs for overseeing the program cannot exceed 10% of the total grants awarded each year and require that a contract management agency take on key responsibilities for administering the program. These adjustments are significant because they aim to ensure that the majority of the funding directly supports services for pregnancy centers, rather than being consumed by administrative expenses.
