Plain-language change summary

The changes to Senate Bill 1713 clarify the order in which new medical marijuana dispensary registration certificates will be issued, specifically prioritizing areas that lack nearby dispensaries. This means that rural communities could see increased access to medical marijuana, which is important for residents who may have difficulty traveling long distances to obtain it. Additionally, some language was removed about the rules and licensing procedures for marijuana establishments, simplifying the bill. These updates aim to ensure that residents in less populated areas aren't left without access to necessary medical resources.
