Plain-language change summary

The latest version of Bill HB 2038 has shifted its focus from regulating certified public accountants to establishing requirements for voter registration, specifically regarding proof of U.S. citizenship. Under the new provision, county recorders must notify voters if their citizenship status is not verified, and those voters will be moved to "not registered" status if they fail to provide proof within a specified timeframe. This change is significant as it aims to tighten voter registration protocols, ensuring that only eligible citizens can participate in elections.
