Plain-language change summary

The amendment to Senate Bill 1454 removes a section related to Arizona empowerment scholarship accounts and changes the focus to teacher certification. Specifically, it adds a new type of teaching certificate for subject-matter experts, which allows individuals with specialized knowledge to teach in schools. This change matters because it aims to broaden the pool of qualified teachers, potentially enhancing the educational experience for students by allowing experts from various fields to engage directly with them.
