Plain-language change summary

The proposed amendments to House Bill 2871 lower the amount of money appropriated for a clinical research study on ibogaine from $10 million to $5 million. This change matters because it reduces the financial commitment of the state while still allowing the research program to proceed, which aims to explore potential treatments for neurological conditions like traumatic brain injury and PTSD. The bill's focus remains the same, but with a diminished budget.
