Plain-language change summary

The amendment to House Bill 2722 clarifies the definitions of "public entity," "public purpose," and "public resources." It specifies that public entities include various levels of state and local government, while individual aid to private businesses for economic development is explicitly excluded from what constitutes a public purpose. These changes emphasize a stricter approach to how public resources can be spent, ensuring that they are used primarily for the benefit of the public rather than for private gain. This matters because it aims to protect taxpayers' money from being used in ways that do not directly serve the public interest.
