"STRUCTURAL SURPLUS" MEANS THE DIFFERENCE BETWEEN ONGOING STATE GENERAL FUND REVENUES AND ONGOING STATE GENERAL - 1 - SCR 1014 FUND EXPENDITURES AFTER ADJUSTING FOR REVENUE AND EXPENDITURE INCREASES AS ESTIMATED BY THE JOINT LEGISLATIVE BUDGET COMMITTEE.
