Directs the Early Learning Council, in consultation with the department, to adopt rules necessary for the administration of the plan and grant program. Establishes the Tribal Early Learning Fund in the State Treasury. Continuously appropriates moneys in the fund to the department for implementation of the plan and grant program.</b>
