Requires the Department of Veterans' Affairs to conduct outreach and education concerning free services that are available to assist veterans in applying for benefits.</b> Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act. Takes effect on the 91st day following adjournment sine die.
