Plain-language change summary

The amendments to SB 282 change how often the department must report to the Joint Armed Services Committee. Instead of submitting a report each year, the department will now consolidate the two most recent reports and submit a report every two years. This change streamlines the reporting process, potentially reducing the workload for both the department and the committee, while still ensuring that important information is shared with lawmakers.

The bill modifies the structure and reporting requirements of the Joint Armed Services Committee in Alaska.

  • AS 08.01.063(f)

SUBMIT THE REPORT PREPARED UNDER (e) OF THIS SECTION TO THE JOINT ARMED SERVICES COMMITTEE ON OR BEFORE THE FIRST DAY OF MARCH EACH YEAR. IN ADDITION, THE DEPARTMENT SHALL → consolidate the two most recent reports prepared under (e) of this section and submit a biennial report to the legislature on or before the first day of March during the first regular session of each legislature.

This change shifts the reporting from annual to biennial and eliminates direct submission to the committee.

  • AS 24.20.650(b)

ONE OF WHOM IS A MEMBER → at least two of whom are members

This alteration increases the representation of minority members from one to at least two in the composition of the committee.

  • AS 24.20.650(b)

ONE OF WHOM IS A MEMBER → at least two of whom are members

This change clarifies that two minority members are required instead of just one.

  • AS 24.20.665(a)

    EIGHT → Nine

This amendment increases the number of members required for a quorum from eight to nine.

  • AS 24.20.665

The committee shall hold at least one meeting each calendar year at which senior military representatives in the state are invited to brief the committee on military matters in the state.

This addition mandates at least one annual meeting with military representatives, enhancing oversight.

  • AS 24.20.670

The Legislative Affairs Agency shall maintain a list of members and each member's contact information; notify the presiding officers of the house of representatives and senate of vacancies and upcoming vacancies of civilian members; and maintain a list of previous recipients awarded the Alaska Decoration of Honor by the legislature and a list of members of the armed services who are eligible to receive the Alaska Decoration of Honor.

This provision formalizes the roles of the Legislative Affairs Agency in managing membership information and honors.

  • AS 24.20.675(a)

["WORK ON SPECIFIC REALIGNMENTS AND CLOSURES PROPOSED BY THE FEDERAL GOVERNMENT FOR BASES IN THE STATE;", "REGARDING FEDERAL MILITARY BASE REALIGNMENTS AND CLOSINGS IN THE STATE;", "ATTEND MEETINGS AND HEARINGS RELATED TO FEDERAL REALIGNMENTS AND CLOSURES OF MILITARY BASES IN THE STATE AND PROVIDE TESTIMONY AS NECESSARY;", "REVIEW THE EFFECT ON THE STATE AND ITS COMMUNITIES OF FEDERAL REALIGNMENTS AND CLOSURES OF MILITARY BASES IN THE STATE;"]

These deletions streamline the committee's responsibilities by removing redundant or specific tasks related to federal actions.

  • AS 44.19.863

THE JOINT ARMED SERVICES COMMITTEE AND

This change removes a specific reporting requirement to the Joint Armed Services Committee, possibly reducing bureaucratic overlap.

  • The terms of the current members of the Joint Armed Services Committee are terminated on the effective date of sec. 2 of this Act. Current members of the Joint Armed Services Committee may be reappointed.

This establishes that current committee members' terms end, allowing for reappointments under new rules.
