Plain-language change summary

The latest version of Senate Bill 280 has removed several measures related to oil and gas taxation and regulation that were in the previous draft, including provisions for an income tax on oil and gas producers and adjustments for liquefied natural gas facilities. This version focuses solely on establishing a new volumetric tax for natural gas pipelines and clarifying taxation limits for municipalities. These changes are significant as they streamline the bill's focus, simplifying the legislative process and potentially improving the funding approach for local contributions related to natural gas.
