The amendment to HB 4100 changes the definition of who qualifies as a water provider from "municipal providers" to include "city, town or private water providers" that supply drinking water in specific areas of Arizona. This broadens the scope of the bill to ensure more water suppliers are included in the requirements for notifying customers about potential rate increases. The change matters because it enhances transparency and accountability across a wider range of water providers, ultimately helping customers stay informed about their water costs.
