The recent amendments to House Bill 2263 clarify certain conditions related to water delivery and the documentation process for saving groundwater. Specifically, it emphasizes that any water delivered as "in lieu water" must not have been provided before October 1, 1990, and it requires applicants to create a comprehensive plan that details how they will track and report groundwater savings each year. These changes matter because they aim to enhance accountability in water management and ensure that water conservation efforts are effectively monitored and documented.
