The amendments to HB 2934 remove references to the McMullen Valley groundwater basin and clarify that the groundwater transportation fee applies specifically to counties with portions of the Harquahala Irrigation Non-Expansion Area that do not fall within an Initial Active Management Area. This change is important because it streamlines the applicability of fees and helps manage groundwater resources more effectively by focusing regulations on specific geographic areas. By refining the language, the legislation aims to improve clarity and ensure that appropriate fees are collected in the right locations.
