Plain-language change summary

The amended version of House Bill 4033 clarifies the language related to how school districts handle bond issuances and election expenses. Specifically, it emphasizes that any bond issuance must come after the full use of proceeds from previous bonds, and it also outlines that expenses related to bond elections are only to be covered by current operating funds. These changes are significant because they ensure that funds are managed more responsibly and that school districts cannot take on additional debt until prior obligations are fulfilled. This helps protect the financial integrity of school funding and ensures that improvements truly build on state support.
