Plain-language change summary

The updated version of House Bill 2052 adds clarification regarding the management plan for water resources during the fifth management period from 2020 to 2025. It specifies that the director can reduce the highest irrigation water duties by up to five percent, but cannot set them below a certain level based on historical data. This change is important as it aims to protect water resources while still allowing some flexibility for farmers in managing their water usage, helping to address water conservation needs in the area.
