Plain-language change summary

The updated version of House Bill 2320 changes the source of funding for veterans' mental health services. Instead of using money from a consumer restitution fund, it now appropriates $1,000,000 from the state general fund. This shift is important because it may provide a more stable and reliable source of funding, ensuring that veterans and their families receive the needed mental health support and services.
