NOTWITHSTANDING SUBSECTION A OF THIS SECTION, AS OF THE EFFECTIVE DATE OF THIS AMENDMENT TO THIS SECTION, A CITY OR TOWN MAY NOT RECOMMEND OR REQUIRE THAT A RESIDENT OF THE CITY OR TOWN PLACE ANY PRODUCT IN A RECYCLING BIN THAT IS NOT BEING ACTIVELY RECYCLED [AS OF THE EFFECTIVE DATE OF THIS AMENDMENT TO THIS SECTION] [AT PRESENT TIME].
