Plain-language change summary

The amendment to Bill SB 1142 removes the word "knowingly" from the language prohibiting foreign contributions to influence elections. This change means that organizations and individuals can be held accountable for accepting foreign money or resources without needing to prove intent. This matters because it strengthens the law by preventing any foreign influence in elections, making it clearer that such contributions are strictly prohibited, regardless of whether the recipient was aware of the source.
