Previously, the Arizona Supreme Court could not address these issues until after an initiative was adopted, meaning voters might waste time and resources on potentially invalid proposals. This amendment gives voters and advocacy groups an opportunity to address constitutional concerns earlier in the process, which could lead to more informed decision-making at the polls.
