Plain-language change summary

In the latest version of House Bill 2024, the title has been expanded to explicitly state that the bill focuses on the "lottery" and the "on-farm irrigation efficiency fund." The references to prior drafts and introductory details, including the names of those associated with the bill, have been removed to streamline the document. These changes matter because they clarify the bill's intent and importance in supporting irrigation efficiency on farms, which can help improve water use in agriculture.
