Plain-language change summary

The amendment to Bill SCR 1036 changed the eligibility for voting in city or town council elections from only applying to cities with populations over 500,000 to now including all cities and towns that elect council members by specific geographic areas. This means that in any town or city that uses a district or ward system for elections, only voters residing in that specific area will be able to vote for their local council candidate. This change matters because it could increase voter participation and fair representation at all local government levels, ensuring that only those most directly affected by a candidate are allowed to vote for them.
