Plain-language change summary

The revised version of SB 1071 adds the definition of "designated person" to include civilian employees of an agency, expanding the scope of who is covered under this bill. It also clarifies what constitutes an "emergency medical provider," "firefighter," and "law enforcement officer" by specifying that these roles can also be under a joint powers authority. These changes matter because they ensure that a broader range of individuals, including civilian support staff, receive the protections and benefits outlined in the bill, which could improve workplace safety and mental health resources for a larger group of first responders and support personnel.
