The changes made to Bill SB 1306 mainly involve the addition of lines that clarify the title of the bill regarding the administrative powers of the Arizona Board of Regents (ABOR) and how those powers can be delegated or limited. The removal of certain names and introductory lines seems to streamline the bill, making it clearer and more focused on its key issues. This is important because it helps ensure that the bill conveys its intended purpose more effectively, which can lead to better discussions and decisions among lawmakers.
