Plain-language change summary

The amendments to House Bill 2811 added a provision that requires the Department of Gaming to refund event wagering operator license application fees for specific Indian tribes during the fiscal year 2023-2024. This change is significant because it provides financial relief to the designated tribes, allowing them to potentially reinvest those funds back into their communities. Additionally, the bill clarified the regulations around the state fair board's fund balance, maintaining a cap but eliminating a larger limit during the state fair period, which could help manage financial flow more effectively for the event.
