Plain-language change summary

House Bill 2040 has been updated to remove the requirement for preapproval of a threshold related to industrial development bonds. This means that fewer bureaucratic steps may be necessary before issuing bonds for financing single-family homes, potentially speeding up the process. The change is important because it could make it easier for developers to secure funding for housing projects, which might help address housing shortages more quickly.
