The recent changes to Senate Bill 1024 specify that individuals cannot set up any form of shelter, like tents or boxes, in public streets or rights-of-way, with the exception for commercial vehicles. Previously, the bill focused on prohibiting people from lying down or sitting in these areas unless in specific situations like emergencies or events. This change matters because it shifts the focus from controlling where people can sit or sleep to banning the construction of shelters, impacting how communities manage public spaces and the presence of individuals experiencing homelessness.
