The updated version of Bill HB 2199 added requirements for becoming a cosmetology instructor by specifying that applicants must either be licensed instructors or have at least one year of instructor experience in another state or country. It emphasizes that applicants must provide evidence of their licensing and instructor training from other jurisdictions. This change is important because it helps ensure that instructors are not only qualified but also have relevant teaching experience, which could improve the quality of education for upcoming cosmetologists in the state.
