The amendments to Bill HB 285 made several key changes regarding how the state's electronic health information exchange system is defined and reported on. Notably, the definition of "system" was updated to clarify that it does not include the technical components owned by participants, which may help protect proprietary information. Additionally, a new definition for "designee" was added, establishing a clear understanding of which entities are involved in this system. These changes matter because they improve transparency and clarify roles within the health information exchange, which can lead to better engagement from participants and strengthen the healthcare system overall.
