Plain-language change summary

The most significant change in Senate Bill 1065 is the addition of a clause that prevents the state department from accepting federal funds for an I-10 widening project if those funds require including a bicycle path or pedestrian walkway in the project design. This matters because it allows for a broader approach to project funding and construction without adding requirements that some lawmakers may view as unnecessary. The bill still maintains its provision to keep the funding from lapsing, ensuring that money allocated for the project remains available.
