Plain-language change summary

The bill has been revised to focus on establishing a freeway interchange on Interstate 10 at Jackrabbit Trail, rather than improving Jackrabbit Trail itself. It now allocates $5 million in the current fiscal year for design work and sets aside a total of $65 million over the next two years for construction of the interchange and related traffic control devices. This change is significant because it shifts resources towards a major infrastructure project that could improve traffic flow and safety, rather than just enhancing a local road.
