Plain-language change summary

House Bill 2129 has been updated to focus specifically on water quality control rather than health services monitoring for drug programs. The changes include the removal of sections related to the Department of Health Services and drug screening programs, and instead, it emphasizes the establishment and funding of a water quality fee fund managed by the Arizona Department of Environmental Quality. This matters because it reallocates resources and attention to water quality issues, which are crucial for public health and environmental protection.
