Plain-language change summary

The updated version of Bill HB 2652 includes additional requirements for the sale and purchase of used catalytic converters. Specifically, it mandates that these parts must be marked with either the vehicle's identification number or an alternative numbering system that law enforcement can easily trace back to the original vehicle. Additionally, it requires buyers to electronically submit transaction records to the Department of Public Safety and to keep the used converters intact for at least seven days after purchase. These changes aim to improve tracking and reduce theft of catalytic converters, which have been a target for criminals due to their valuable components.
