It is the intent of the legislature that the legislature reevaluate the establishment of demonstration state-tribal education compacts, as provided under this Act, in fiveseven years.
HB0059bHB0059a -1- CSHBHB 59(TRB)59 New Text Underlined [DELETED TEXT BRACKETED] 34-GH1518\N34-GH1518\A (b) A demonstration state-tribal education compact must follow a template that contains substantially similar or equivalent terms applicable to each participating tribe and must include provisions regarding (1) the five-year term of the compact;
(c) The following provisions apply to the operation and management of a CSHBHB 59(TRB)59 -2- HB0059bHB0059a New Text Underlined [DELETED TEXT BRACKETED] 34-GH1518\N34-GH1518\A demonstration state-tribal education compact school as if the school were a school district:
(E) AS 23.40.070 - 23.40.260 (authorizing collective bargaining by HB0059bHB0059a -3- CSHBHB 59(TRB)59 New Text Underlined [DELETED TEXT BRACKETED] 34-GH1518\N34-GH1518\A certificated employees), except with regard to teachers who are administrators;
(g) For purposes of AS 14.25 and participation in the teachers' retirement system, (1) a demonstration state-tribal education compact school is an "employer" as CSHBHB 59(TRB)59 -4- HB0059bHB0059a New Text Underlined [DELETED TEXT BRACKETED] 34-GH1518\N34-GH1518\A defined in AS 14.25.220 and 14.25.590;
(d) The Department of Education and Early Development may withhold funds from a HB0059bHB0059a -5- CSHBHB 59(TRB)59 New Text Underlined [DELETED TEXT BRACKETED] 34-GH1518\N34-GH1518\A demonstration state-tribal education compact school for violation of (1) state law made applicable by this Act;
(c) On or before January 31, 2031,2033, the Department of Education and Early Development shall provide a written report to the legislature concerning demonstration state- tribal education compacts.
The report must include a summary of the data compiled for each demonstration state-tribal education compact school from the reports made under (a) of this section from the effective date of this Act through November 15, 2030.2032.
