Plain-language change summary

The revised version of SB 1049 removes the classification of violations as criminal misdemeanors and instead introduces a civil penalty system for violations of parents' rights. This means that instead of potentially facing criminal charges, school districts or charter schools that violate parents' rights could now face financial penalties—up to $5,000 for each violation. This change aims to provide a more straightforward way for parents to hold schools accountable while potentially reducing the legal consequences for educators.
