Plain-language change summary

The amendments to Bill SB 1044 simplify the language regarding contracts managed by the Department of Health Services. Specifically, it removes a requirement for the department to adopt rules about assigning distinct identification numbers, instead stating that they must simply do so. This change clarifies the department's responsibilities, which can streamline processes and reduce bureaucracy, making it easier to administer education programs effectively.
