Plain-language change summary

The latest version of HB 2570 clarifies the powers of the governor during a state of emergency and adjusts the criteria for permanently revoking business licenses. Specifically, it emphasizes that a business can only have its license revoked if there's clear evidence of intentional wrongdoing or gross negligence that contributed to the spread of a disease. This change is important because it provides businesses with more protection against harsh penalties during emergencies, ensuring that they are not unfairly punished without solid proof of wrongdoing.
