What changed in the latest version

The updated version of Bill HB 2502 adds a more specific definition of how electronic communication devices can be used to harass or threaten individuals. Notably, it removes the vague phrase "of a harassing nature" and focuses instead on the intent of causing harm through these communications. This change is significant because it clarifies the criteria for harassment, making it easier to understand and enforce, ultimately aiming to better protect individuals from unwanted contact and intimidation.
HB2502Chapter 0295 - 551R - HS Ver of HB2502 HouseSenate Engrossed House Bill electronic communications;
harassment State of Arizona House of Representatives Fifty-fifth Legislature First Regular Session CHAPTER HOUSE BILL 2502 AN ACT amending section 13-2916, Arizona Revised Statutes;
Without the person's consent and for the purpose of imminently causing the person unwanted physical contact, injury or harassment by a third party, use an electronic communication device to electronically distribute, publish, email, hyperlink or make available for downloading the person's personal identifying information, including a digital image of the person, or an electronic message of a harassing nature about the person and the use does in fact incite or produce that unwanted physical contact, injury or harassment. This paragraph also applies to a person who intends to terrify, intimidate, threaten or harass an immediate family member of the person whose personal identifying information is used.
"Of a harassing nature" means of a nature that a reasonable person would consider as seriously alarming, seriously disruptive, seriously tormenting or seriously terrorizing the person and that serves no legitimate purpose.
