Plain-language change summary

The bill has changed the term "probable cause hearing" to "probable validity hearing" when addressing civil actions related to illnesses from a public health pandemic. This change clarifies the type of legal review that courts will conduct, focusing specifically on whether a case has enough merit to proceed rather than establishing guilt. This matters because it sets a higher standard for plaintiffs to show that their claims are likely valid before moving forward in court, which could impact the number of pandemic-related lawsuits that actually get heard.
