Plain-language change summary

The updated version of House Bill 2491 clarifies the process for individuals who have been wrongfully arrested to have their records cleared. It now specifies that law enforcement officers or parties involved in a criminal case are required to inform the wrongfully arrested person of their right to file a petition for record clearance. Importantly, it also states that there will be no filing fee for this petition. These changes aim to make the process more accessible for individuals seeking to clear their names, ensuring that they are not burdened by costs while correcting their records.
