Plain-language change summary

House Bill 2005 has shifted focus from education funding to regulating digital application distribution platforms. The new version prohibits certain practices by these platforms that have over a million downloads in Arizona, specifically concerning payment systems for developers based in the state. This change matters because it aims to protect local developers from being forced to use specific payment systems, potentially creating a more competitive and fair marketplace.
