The recent amendment to Bill HB 2759 clarifies the conditions under which a council can review regulatory requirements. Specifically, it removes the language stating that petitioners can claim a rule violates state law and focuses instead on whether it is unnecessarily burdensome or not needed for public safety. This change is significant because it narrows the grounds for appeal, which could affect how easily individuals or organizations can challenge regulations they find problematic. Overall, it aims to streamline the review process while still allowing for concerns about unnecessary regulations.
