Plain-language change summary

The updated version of Bill HB 2329 introduces a remote vehicle inspection program aimed at enhancing the efficiency and reducing costs of the vehicle emissions inspection process. It mandates that any necessary inspections and repairs must be covered by the vehicle dealer before a vehicle can be sold to a retail purchaser. Additionally, an air quality compliance fee of $0.25 will be collected during vehicle registration and allocated to the state highway fund, which supports environmental initiatives. These changes are significant as they aim to improve air quality while easing the financial burden on consumers and ensuring dealers are responsible for the vehicles they sell.
