    (TEXT OF BILL BEGINS ON NEXT PAGE)   Be it enacted by the Legislature of the State of Arizona:
"Section 1.  Title 36, chapter 6, Arizona Revised Statutes, is amended by adding article 10, to read:
Section 1.  International affairs study committee;
ARTICLE 10.  NEEDLE AND HYPODERMIC SYRINGE SERVICES START_STATUTE36-795.  Needle and hypodermic syringe service programs;
membership;
authorization A.  A city, town, county or nongovernmental organization, including a local health department or an organization that promotes scientifically proven ways of mitigating health risks associated with drug use and other high‑risk behaviors, or any combination of these entities, may establish and operate a needle and hypodermic syringe service program.  The objectives of a program established pursuant to this section shall be all of the following:

1.  To reduce the spread of viral hepatitis and other bloodborne diseases in this state.

4.  One public member who represents the business community.  The president of the senate shall appoint this member.
3.  Educational materials on all of the following:
5.  One public member who has expertise in international trade.  The governor shall appoint this member.
(a)  Overdose prevention.
6.  One public member who represents a university under the jurisdiction of the Arizona board of regents.  The governor shall appoint this member.
(b)  The prevention of HIV, AIDS and viral hepatitis transmission.
B.  Appointed members serve at the pleasure of the person who made the appointment.
(c)  Drug abuse prevention.
C.  Committee members are not eligible to receive compensation, but may receive reimbursement of expenses under title 38, chapter 4, article 2, Arizona Revised Statutes.
(d)  Treatment for mental illness, including treatment referrals.
D.  The committee shall study strategies to:
(e)  Treatment for substance abuse, including referrals for substance abuse treatment.
1.  Engage this state in international trade.
4.  Access to kits that contain Naloxone hydrochloride or any other opioid antagonist that is approved by the United States food and drug administration to treat a drug overdose, or referrals to programs that provide access to naloxone hydrochloride or any other opioid antagonist that is approved by the United States food and drug administration to treat a drug overdose.
2.  Make this state competitive in international trade.
5.  For each individual who requests services, personal consultations from a program employee or volunteer concerning mental health or substance abuse treatment or referrals to evidence-based addiction treatment, as appropriate.
3.  Build additional international relationships.
END_STATUTE START_STATUTE36-795.01.  Immunity A.  Notwithstanding title 13, chapter 34, an employee, volunteer or participant of a program established pursuant to section 36‑795 may not be charged with or prosecuted for possession of any of the following:
E.  The committee shall submit a report regarding the committee's activities and recommendations for legislative action on or before December 15, 2019 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
1.  A needle, hypodermic syringe or other injection supply item obtained from or returned to a program established pursuant to section 36‑795.
F.  This section is repealed from and after September 30, 2020.
2.  A residual amount of a controlled substance contained in a used needle, used hypodermic syringe or used injection supply item obtained from or returned to a program established pursuant to section 36-795.
