Plain-language change summary

The recent changes to Bill HB 2724 clarify the conditions under which individuals can request a review of certain agency practices related to rules and policies. Notably, the amendment removes references to "enforcement actions" and the "constitution," focusing solely on "agency practices," "substantiative policy statements," and "final rules." This matters because it narrows the scope of what can be reviewed, making the process more straightforward and potentially easier for council members and the public to navigate.
