Plain-language change summary

The updated version of SB 1012 adds a requirement for reporting activities to key state officials, while it removes a previous limit on administrative costs related to the automobile theft authority. This change is important because it emphasizes accountability and transparency in how funds are used, ensuring that more money goes directly to fighting motor vehicle theft instead of being spent on administrative expenses.
