The amendment to HB 2749 changes the funding structure of the Empowerment Scholarship Account Fund, making it a continuously appropriated fund rather than one subject to legislative appropriation. This means that the funds will be automatically available without needing yearly approval, allowing for more reliable financial support of the program. Additionally, it adds 10 full-time employees to the Arizona Department of Education to help manage the Empowerment Scholarship Program, potentially improving its administration and effectiveness. These changes are significant because they aim to ensure a stable funding source and better oversight for education alternatives.
